Questionnaire Answers:

1) Have you held any positions within the city/ISD, either with the city/ISD itself or with non-profit / community service organizations?

www.EdMooreforGarland.com

2) Have you attended a city council or school board meeting in person?

Yes, as a member of the Garland City Council, I regularly attend City Council meetings in person, where I participate in discussions, vote on important issues, and engage with both my colleagues and the public. Additionally, I have attended Garland ISD board meetings to stay informed on educational matters and support initiatives that benefit our students and schools. It’s important to be present at these meetings to actively participate in decision-making and ensure the needs and concerns of our community are heard and addressed.

3) Have you read the city/ISD budget? If so, did you have any takeaways from it?

Yes, I have thoroughly reviewed both the city and the Garland ISD budgets. A key takeaway from the city’s budget is the emphasis on balancing the needs of a growing population with the available resources, while being mindful of inflation and the cost of services. The allocation of funds for public safety, infrastructure improvements, and economic development remains a top priority, reflecting a commitment to addressing long-term growth challenges.

For the ISD, it’s clear that education and student success continue to be a central focus. There is significant investment in educational programs, teacher support, and technology improvements. However, I also recognize the ongoing need to ensure that these investments translate into measurable outcomes for our students, and I am committed to continuing to advocate for transparency and efficient use of funds to achieve those goals.

In both cases, the budgets demonstrate a thoughtful approach to addressing current needs while planning for future growth and improvements.

4) What would you say is your primary responsibility in the position you are running for?

My primary responsibility as District 3 Councilman is to represent the interests of my constituents by advocating for policies that enhance our community’s quality of life, ensuring fiscal responsibility, and making informed decisions that promote economic growth, public safety, and infrastructure improvements for the City of Garland.

5) What other responsibilities do you believe come with this role?

Beyond policy-making, my responsibilities include actively engaging with residents to address their concerns, collaborating with fellow council members to develop strategic initiatives, supporting public safety and community development, ensuring transparency and accountability in government, and fostering partnerships that drive economic growth and neighborhood improvements throughout District 3 and the City of Garland.

6) Name three things that you want to accomplish while in office.

Strengthen Economic Development – Attract and support local businesses, create job opportunities, and enhance Garland’s infrastructure to promote long-term economic growth.

Enhance Public Safety & Community Services – Advocate for increased resources for first responders, improve neighborhood safety initiatives, and support programs that enhance the well-being of our residents.

Invest in Infrastructure & Quality of Life – Prioritize road improvements, parks, and community spaces while ensuring responsible city planning that meets the needs of both current and future residents.

7) Are there programs or services you want to see reduced in size or canceled? Why?

As Chair of the Audit Committee, I am committed to fiscal responsibility and ensuring that taxpayer dollars are spent efficiently. Rather than canceling programs outright, I advocate for a comprehensive review of all city services to identify inefficiencies, redundancies, and underutilized resources. Programs that fail to deliver measurable benefits should have their funding reallocated to higher-priority areas such as public safety, infrastructure, and economic development. My goal is to maximize impact while maintaining a balanced and responsible budget.

I have long argued that Washington needs a complete overhaul of its programs, policies, and procedures to eliminate waste, fraud, and abuse. Our city is not immune to long-standing inefficiencies, and through the auditing process, we can identify and eliminate unnecessary programs and services to ensure responsible governance.

 8) Are there programs or services you want to see created or expanded? Why?

I strongly support expanding programs that enhance public safety, infrastructure, and economic development. Investing in police and fire services ensures our community remains safe and well-equipped to handle emergencies. Infrastructure improvements, including road maintenance and drainage projects, are critical to sustaining growth and improving residents’ quality of life. Additionally, I advocate for expanding workforce development and small business support programs to drive economic growth, create jobs, and strengthen local entrepreneurship. These initiatives will foster a safer, more prosperous, and more sustainable future for Garland.

9) What are your strategic objectives for your district, the city, or the ISD?

My strategic objectives for District 3, the City of Garland, and Garland ISD center around public safety, infrastructure, and economic development.

Public Safety Enhancement – Advocate for increased funding and resources for police, fire, and emergency response teams to ensure our community remains safe. Prioritize neighborhood engagement programs and crime prevention strategies.

Infrastructure & Quality of Life Improvements – Invest in road repairs, drainage systems, and citywide beautification projects to enhance the overall livability of our community. Support initiatives that modernize aging infrastructure and improve public transportation options.

Economic Growth & Workforce Development – Foster small business growth and job creation by expanding economic development programs. Strengthen partnerships between the city, ISD, and local businesses to provide workforce training, vocational programs, and mentorship opportunities for students and young professionals.

By focusing on these key areas, we can ensure sustainable progress, create opportunities for all residents, and build a stronger, more resilient Garland.

10) What are the city’s/district’s biggest challenges, and how do you want to address them?

Garland’s biggest challenges and my plan to address them include but are not limited to:

Aging Infrastructure – Many roads, drainage systems, and public facilities require upgrades. I will continue advocating for increased investment in infrastructure repairs and modernization while ensuring funds are allocated efficiently.

Public Safety & Community Engagement – As our city grows, so do the demands on police, fire, and emergency services. I support expanding public safety resources, improving response times, and fostering stronger community-police relationships through outreach programs.

Economic Development & Job Growth – Attracting new businesses while supporting existing ones is crucial for a thriving economy. I will work to streamline business development processes, encourage public-private partnerships, and create job training programs in collaboration with Garland ISD and local industries.

Housing & Neighborhood Revitalization – Balancing new development with the preservation of existing neighborhoods is key. I will push for responsible growth policies that ensure affordable housing, maintain property values, and enhance neighborhood aesthetics.

Transparency & Fiscal Responsibility – Residents deserve to know how their tax dollars are spent. As Audit Committee Chair, I will continue prioritizing financial accountability, reviewing city programs for efficiency, and reallocating resources to better serve the community.

By addressing these challenges proactively, we can ensure that Garland remains a great place to live, work, and raise a family.
