Candidate-Submitted Bio:
I am a first generation American. I was born in New York City and attended NYC public schools. A highlight was captaining our high school math team (yes we were nerds) and beating the Bronx High School for Science. They had never lost before and maybe not since. ( More Nobel Prize winners have come from Bronx Science than any other high school in the world). Our team’s math SAT average was 780. I attended City University of New York as a Regents Scholar all 4 years, graduating with a BA in political science. I attended Hofstra University and received a Juris Doctor degree and an MBA. I gave the Valedictory address at graduation and was elected to Beta Gamma Sigma International Honor Society. I am admitted to practice before the United States Supreme Court. I moved to Dallas in 1981, got married and have lived in Rowlett since 1984. My two children attended GISD schools and both graduated from Rowlett High School. My tax consulting business that started with just me and a credit card blossomed into a national firm with offices throughout the country. Our client list was primarily a who’s who of the Fortune 500. I eventually sold the firm to Equifax. In my spare time I am an avid birder (birdwatcher) and wildlife photographer. I am among the top birders in the world and my articles, with photos, have been read around the world.
Awards and Honors:
I have received the Highest honor from the City of Rowlett- the Richard Huff Excellence in Service Award; I have received the two highest honors from the Rowlett Chamber- the Biff Betancourt Award and the Big R Pacesetter Award; a tunnel at the Waterview Golf Course bears my name (no tolls required); this summer I will be honored by the GISD Board of Trustees and Administration with my name being placed on our Natatorium;
I was honored by GISD Special Olympics for my continuing sponsorship of letterman’s jackets and medical exams

1) Have you held any positions within the city/ISD, either with the city/ISD itself or with non-profit / community service organizations?
Rowlett Planning and Zoning – Vice Chair- 1993; Chair-1994-2005. Member of 4 Comprehensive Plan Committees from 1994-2020 (chaired two). Chair, President George Bush Turnpike Extension. Member- Rebuild Rowlett after the 2025 Tornado struck Rowlett and Garland. Chair/Vice Chair Waterview Golf Committee since inception in 2000. Member, Rowlett Economic Development Advisory Board since 2008. Director, Rowlett Chamber of Commerce since 2010. Director, Rowlett Chamber Foundation since 2011. Member GISD Board of Trustees since 2007. President of the Board 3 times, Vice President 3 times, Secretary 3 times. I have chaired each of the four standing GISD Committees. Member, Chair, Garland Economic Development Partnership.
2) Have you attended a city council or school board meeting in person?
Yes.
3) Have you read the city/ISD budget? If so, did you have any takeaways from it?
I have copiously read the Garland ISD Comprehensive Annual Financial Report from cover to cover for the last 18 years ( this may be a committable offense). Until last year we maintained and grew our fund balance (savings account). That is no longer the case.
4) What would you say is your primary responsibility in the position you are running for?
Being educated about education. I have always read every page of our Board Book and Committee Binders , even when they run into the hundreds of pages. I have averaged over 50 credit hours of continuing education for each of my 18 years of service placing me in the top 1% of all trustees statewide. This allows me to remain current on new methodologies and concepts. Then asking pertinent, well-researched questions at our Board and Committee meetings. My attendance record over 18 years is 99%.
5) What other responsibilities do you believe come with this role?
I believe we are ambassadors to our three cities of Garland, Rowlett and Sachse. This entails attending as many school functions as possible, but also community functions. I truly enjoy meeting citizens and answering any and all questions about GISD in general, specifics about programs, or my role in governance.
6) Name three things that you want to accomplish while in office.
I measure our academic success, not against the State of Texas results, but the highly competitive Region 10. I expect us to equal or beat Region 10 in all major metrics. To accomplish this we must continue to cherish our teachers/staff members who make this possible. I expect us to continue providing the best all-around Career and Tech Programs in the Metroplex as we prepare our kids for live after high school. We are a model in the State of Texas for school safety. I expect us to continue to enhance all aspects of our safety program.
7) Are there programs or services you want to see reduced in size or canceled? Why? No.
In just the last month I have watched GISD’s first annual jazz festival featuring all 7 high schools, the VEX Robotics competition for fifth graders, the Garland High School String Orchestra in UIL Competition, the Naaman Forest Boys in UIL Soccer competition, the awards ceremony for our top academic middle school students, the growing partnership between GISD and USL Dallas for a professional men’s soccer team, the amazing successes of Career and Tech students who will break all records this year for Industry Based Certifications.
8) Are there programs or services you want to see created or expanded? Why?
We will be adding an additional 40,000 square feet to our widely acclaimed Gilbreath- Reed Career and Tech Center. I would like to see Criminal Justice and Airplane pilots/ mechanics/ air traffic controllers added to the curriculum. I would like/ expect to see our SAIL (Sheltered Approach for Improved Literacy) expanded. This program for Pre-K through third grade seeks to enhance language development using proven strategies such as sheltered instruction and a thorough assessment using the science of reading. I would like/ expect our coordination between 5th grade math teaching and middle school math teachers to continue strengthening. The Board has chosen 6th grade math STAAR scores as an important metric on which to focus.
9) What are your strategic objectives for your district, the city, or the ISD?
I wrote one and co- authored a second. EDUCATION TRANSFORMS LIVES and REACHING THE FUTURE BY DRIVING EXCELLENCE, ONE STUDENT AT A TIME. I did not write our mission statement, but believe very strongly in its precepts- a DIVERSE COMMUNITY- A SHARED VISION- EXCEPTIONAL EDUCATION FOR ALL STUDENTS
10) What are the city’s/district’s biggest challenges, and how do you want to address them?
Obviously we are in a difficult situation because the State has failed to increase the Basic Allotment for 6 years. This is the basis for our decision-making on salary increases, additional staff positions, new programs, routine and extraordinary maintenance. Last year to were forced to use our fund balance extensively. I know we will be doing the same this year for our fiscal year ending 6/30/25.
